The mysterious green jacket man in Resident Evil 4 is allegedly Naoki Katakai former Art Director for Resident Evil 4 and now working at Tango Gameworks.

I think the Shadow of the Colossus one is meant to be the model for the character in the end cutscenes. Why it's there, even in a demo, is likely because they just forgot to remove it
Number 3. Level designers often put character models in the level they are working on to have a sense of both things… So that players can walk through doorways, so that objects relative to a person are the correct size etc. After the work on the level ends, the model is removed.
